The Soviet Union helped to constitute the United Nations in 1945. An important paper took when it proposed the right of veto in the Security Council or that the modifications of the United Nations Charter had to need the unanimity of five permanent members. In 1991 with the dissolution of the USSR and the creation of the federations, they make a communication to the United Nations where Russia was designated as succesor, for what Russia inherited the permanent seat that had the USSR in the Security Council.
